La único que han hecho los de ACPV ha sido juntar varias herramientas en una, la mayoría las encontrarás sueltas si buscas en Google.
Hay pocos programas similares (me refiero a que junten todo en uno), uno interesante es NetRule, Simaris (creo que es de pago), EcoPredictor y EcoProfiler, Netcracker (creo que es de pago también).
