Pues a mi me va bien, te recomiendo que elimines las etiquetas div, tambien que no pongas objetos que no tengan un ancho fijo, por ejemplo con una imagen, define su width y su heigth menores al tamaño del FieldSet pues el IE (Por lo menos el 7) sobrepone la imagen, el firefox 2 lo interpreta bien. y sobre el VS se ve perfecto.
