ya pude arreglarlo; Tenía el puerto y la ip mal configurados, y el código en realidad solo lo copié mal, ahora lo arreglo, muchas gracias por la ayuda 

Buenas gente, he aprendido a crear un backdoor y ponerlo en una apk pero por mucho que la ejecute en el otro dispositivo no consigo el control y se queda pillado en "starting the payload handler"
